Enshield

Calyer, Chapter 17, pp. 127-128, Our conclusion then is, that the Federal government has full and exclusive jurisdiction over all the Territories of the United States; and that the native inhabitants of those Territories are citizens of the United States and subject to HER jurisdiction. That they are enshielded by the Federal Constitution and entitled to all the privileges and immunities guaranteed by that instrument to persons and citizens of the Union.
